The value of the 3 in the tens is 1/10 x the value of the 3 in the thousands.

1. Are they asking about a place value that is smaller than the other place value?

TELL YOURSELF

If the place value it is asking about is smaller, my power of 10 goes on the bottom of the fraction.  If the place value it is asking about is bigger, my power of 10 is not a fraction

1. How many moves from one place value to the other?

TELL YOURSELF

Every move is 10 x.  For example 3 moves is 10 x 10 x 10 that is 1000 times
